In accordance with Article 92 of the Regulation on the Supervision and Administration of Special Equipment Users in the Implementation of the Main Responsibility for Safety , lifting machinery safety personnel shall be responsible for establishing and improving lifting machinery safety technical files and handling lifting machinery use registration of the unit . The technical data to be archived and kept by the user , including the last inspection report and the use registration certificate , as well as the use record of the user ( including the daily use status , maintenance , repair , self-inspection , operation failure and accident records ) .

In practical work , there are often units that do not attach enough importance to the preservation of technical data , resulting in the loss of technical data and failing to cooperate in the preparation of technical data for periodic inspection of cranes .

1. Establish and effectively implement special equipment safety management systems and operating procedures;

2. Procurement and use of licensed production (including design, manufacture, installation, alteration, repair) and inspection-proven special equipment, shall not procure special equipment that exceeds the design lifespan, and the use of special equipment that is phased out by the State and has been scrapped;

3. Establish special equipment safety management bodies with corresponding safety managers and operation personnel, establish personnel management accounts, conduct safety and energy conservation training education, and maintain personnel training records;

4. Establish special equipment ledgers and technical archives;

5. Inspect the operational conditions of special equipment operators to promptly stop illegal operations.

In accordance with the requirements of articles 93 and 94 of the Rules on Supervision and Management of the Main Responsibility for the Use of Special Equipment, The use units of lifting machinery shall establish a dynamic management mechanism based on the prevention and control of safety risks of lifting machines, implement self-inspection requirements in accordance with the actual situation of the unit, formulate a checklist for safety risk control of lifting equipment, and establish and improve a system and mechanism for daily control, weekly inspection, and monthly scheduling. If safety risks and hazards are discovered, preventive measures should be taken immediately and promptly reported to the director of safety of lifting machinery or the principal responsible person of the unit.

Crane remote control emergency stop switch not up to standard or not installed with double height limiter

According to the Rules for the Periodic Inspection of Heavy Machinery, lifting machinery should be equipped with a tight (should) emergency stop switch, and the design of the tight (ought) emergency stopp switch should comply with the requirements of the GB 16754-2008 Principles for the Safety of Emergency Stop Design. The emergency stop switch is generally red and cannot be reset automatically. The emergency stop switch can only be restored after manual reset, and the lifting appliance can operate according to certain procedures.
